Judge Dale as a City Council Member for District H Judge Dale has won eleven straight
elections—seven to the Houston City Council and four to Justice of the Peace 1-1. He served on the Houston City
Council from 1980 to 1992. He has twelve years of practical experience on the Houston City Council drafting laws and
negotiating solutions to city problems—including the regulation of sexually-oriented businesses, the disposal of hazardous
waste, and the demolition of dangerous buildings. During his time on Council, Dale helped establish police community
centers in Acres Homes, Aldine, the Heights, and the Northside. As a Council Member, he received awards and honors such
as, Council Member of the Year and the Environmental Leadership Award, from a wide-range of organizations that included the
Houston Police Department, the Houston Apartment Association, and the Sierra Club.

Judge Dale as a Scholar and Professor Dale
graduated from Rice University with a BA in Sociology in 1972. In 1983, Dale received
an Master’s in Public Health from the University of Texas School of Public Health. During the early
1990s, Dale taught MBA business courses, including a course in Business Ethics, at the University of St. Thomas Cameron School
of Business. While serving as Justice of the Peace, Dale received a JD from the University
of Houston Law Center, was inducted into the State Bar of Texas in November of 1997. The Judge
is currently a member of the College of the State Bar of Texas, an honorary society of lawyers who are among the best-trained
attorneys in the State.
